This 100 second video is a good illustration of the impossible task the Border Patrol faces with their limited manpower recources (black is hot in this thermal video).  The Border Patrol had ample time to respond in this case - but they didn't have ample manpower available.

A group of 18 illegal aliens is walking in the dead of night towards the road at the top of the screen. The would-be captors can be seen in front of the group on both sides, waiting for them to approach.

When the illegal aliens recognize the situation, pandemonium ensues and they frantically run and scatter (quail). At the end of the video, on the right, it appears that only one person out of the group is captured.

It is important to remember that illegal alien night travel is VERY common, and it is VERY difficult to chase and catch someone over unknown open terrain in darkness. Try running at full speed through the desert wearing a blindfold.
